Just in case anyone else runs into this:
Working on a FP2 last night. Board only had two screws in it, so we installed all screws and then the switch test was showing all row 8 switches locked on. Turns out, pin 1 on the 2J3 (row input) connector was shorting to the center right screw/mounting tab. Bent the tab down and it fixed the problem.
