Not sure if this will help as it's original Williams (not Rottendog) and the reverse (using DE in Williams) but it does contain some information about the differences. Williams System 11 and Data East (MPU revision 3 or 4) are essentially the same board with some differences. Identifying the differences and bridging them should make it work.
