Rottendog MPU 327 in Laser Ball Not Booting

I installed a new Rottendog MPU 327 board in a Williams Laser Ball last weekend and wasn't able to get the game to boot. In the installation I followed the procedure to run Leon's test rom and it came back fine. In the last step in the installation process it would not boot properly. The player 1 display flickered a 0 and then the credit display would have 00 and wouldn't respond to audit or test functions using the buttons on the coin door.

In the last step it seemed like a blanking circuit fault because a the two drop target banks and the kickout would fire all at once.

If I changed the dip switches to another game like Laser Cue it would boot all the way.

What am I missing here? Thanks in advance for any help.

I remember seeing that post a while back however I did not think to check to make sure that the bracket wasn't touching.

I have to drive over two hours to work on this repair I sure hope it isn't that bracket causing the problems.
