Roller Disco wrong voltage VL038

I have a Roller Disco. It was purchased in 'not working' condition. I am checking the voltages in the Bottom Board. All check out except one: #VL038 output measure 14v DC, where the book indicates 6v DC. Can someone please verify that the book is correct? Also, if a bridge rectifier burns out, can it result in a wrong HIGHER voltage?

This verifies that the voltage should be 6v. Apparently, it supplies power to the lamps.

Time for a new rectifier.
