Could have been aftermarket parts fitted by an operator. Those platic bats regularly crack, so maybe it was to stop that happening. Who knows the history of these old games.
I agree re. the Williams flippers, they are a much better design. I put them on some Gottlieb games and they make the flipper action a little bit snappier. I reckon the plastic flippers have some flex and the alloy ones do not.
