Yes, these are a pain in the ass. It has a bit of sponge, and a bit of "spring" from the steel flap to bounce ball up to saucer. I had issues if my game was set too steep.
Sometimes the tab is broken off too.
Experiment with different thickness and density of foam, you'll get it. Or shim the tab a bit to angle it upward. Good luck.
