I recently repaired a Robowar and I did run in all sort of problems during the repair 
Slam switch should be NC (normally closed ) so seems that this is ok on your machine.
try disconnecting the reset board ( right above the MPU ) and also check if the 6502 is resetting ( with a Digital multimeter set to DC-volt you should get about 2 volts on pin 37 , or if you can get a hold of a logic probe you should get a pulsing signal)
Also try resitting the 2 proms on the MPU.
Given the fact that your Swemmer MPU is 100% ok , and the slam switch is closed , check the tilt switch under the playfield and the one with the ball on the left side dear the coin door. Both of them should be open.
If those are ok then I would suggest that the problem must either be on the Driver board (short ) or a short under the playfield. If you need any schematics for the #Robowar I can email them to you.
