someone tied the fuses F104 and F105 together (bad idea) (see red line in picture)
Could be because the header pin J107-2 or J107-3 has no connection to the PCB (bad solder or damaged trace)
Check fuse F105, it looks like it has some discoloration.
After removing the short between pin 2 and 3, check Q66, coil and wire.
