the stm32 is not a 5v part. you'd have to use some output buffering chips to get 5v. depending on which stm32 chip, its gpio pins can push about 25ma. i would try sending the signals through one of the many buffer/line driver chips like 74hc244 74hc366 etc.
very strange that such modern panels need 5v signal lines?

hmm i posted on his facebook on the page that had the actual pin2dmd screenshot on the panel, comment is gone in < 5 minutes heh and the photo is gone too. heh. he certainly knows he should not be using pin2dmd for commercial purposes per the CC-NC license... you should report it for using your intellectual property on the facebook page. i think its an option on that pages 'report' button.
The v1 was open source via Creative Commons NON COMMERCIAL license. Not all Open Source is GNU GPL, OR BSD, or MPL etc. There are LOTS of licenses that meet the open source definition.
Anyone can do whatever with the existing v1 source as long as they stay within the CC-NC + Attribution license. Its very clear;

"ShareAlike — If you remix, transform, or build upon the material, you must distribute your contributions under the same license as the original."
If PIN2DMD V2 is a modification of V1, it must be made accessible to everyone by the same license as he released v1, the cc-nc-sa.
if lucky1 says v2 is not a modification, we have to take him for his word that its not, and it wont be in the public.
