My first thought is you might need to check your BIOS settings on the PC. Usually there is some section for serial port settings (enabled/disabled, mode, addresses and such)
Another thing is I do not think the updater runs on Windows 10. I could be wrong. Usually this is run on a much older windows version like Windows 98SE, and I have heard of it running on Windows 7. Grab an older PC if you can locate one.
