Of course this is not normal. You need a white plastic spacer, and this machine screw (~1.8 inch).

Are you 100% sure about that protector? It helps to protect the leg, but not the cabinet. I have seen many damaged decal due to this method.

Plastic alone can damage the decal. Standard metal protector alone is too thin, the leg can damage the decal, at the height around bottom screw.
My final method is a thicker metal protector. It is able to protect the decal. Left: modified, right: available at pinball shops
