    What is the voltage measurement you get on the other side of R114 ?

    This seems correct for Sega games not getting 12v at the DMD. I remember Harley Davidson was the same way.

    To me, it seems you have an issue elsewhere. As pinwiki means, the Game ROM IC socket can be an issue. Press on the Game ROM and the RAM next to it to see be sure they are seated well in the sockets. Can we see a picture of your CPU board?

    So with Pikiwiki stating... The best location to measure the +5VDC is at the bottom leg of resistor R114. R114 is located in the vicinity of the R116 adjustment pot, and just below the +5VDC LED,

    The bottom leg of the resistor R114 bound to be where you are measuring the 5.1v since it is getting to the CPU board, especially with both driver boards doing the same thing. Issue seems to be there on the CPU board.
