    Yes, you need fluorescent inks for the blacklight effect.
    I think any outside custom printing (silk screen or inkjet style) would be very expensive.

    In your case the blacks and whites appear just fine on your panels so maybe just buy fluorescent paints (neon paint) or markers such as craft store acrylic paints and paint accent colors the best you can to make things pop a bit. You don't need to copy exactly what they originally had, make your own accent colors and shapes surrounding the black outlined images.
