When replacing william/bally coil wrappers is there a certain direction the wrappers go on the coil. I looked at different pictures and it seems all different. Does the solid line go towards the round part of the coil or vice versa? Or maybe I am making a big deal out of nothing.

Big deal out of nothing. You are the only one who will even notice.

you're going to stress over this for days, both before and after you install the wrapper. then the coil's going to short out on you, and you're just going to have to replace it anyway.
