Replacing spinner decals?

I'm rebuilding a Surf Champ, and need to mount new decals (stickers) on the spinner. What's the best method?
1) Clean the spinner and stick them on
2) Strip the spinner down to bare metal and stick 'em
3) scuff the existing surface to get some "tooth" and then stick 'em on?
Or some other method?

I like to use method 2, strip the spinner down to bare metal, clean, and stick

In order of my preference: 2, 1, 3

Scuffing is only beneficial if you are using a viscous adhesive substance that cures (like glue) after penetrating the micro crevices created by scuffing. A sticker has a razor-thin veneer of adhesive that can’t really do that, nor does it ever really “cure”. Smooth and flat is best for them.
