Strange.
My coil on Elvira is original and the ball enters the popbumper area all the time. 23-800 is a normal coil on those games and should do the trick all the time.
Isn't something else wrong? Some assembly issue or wiring issue?
Connectors on the power supply showing cracks in the soldering or something like that?

Looks like that's the problem. The center of the ball should rest against the moving part. Then the moving force is optimal.
I know there are switches that are very easily pushed in, that probably solves your problem.
