Sterns have these tedious tiny black hex screws and I usually use the needlenose pliers or a small wrench to loosen but this one I don’t know what to do (see image). I’m replacing a switch. Anyone know what to do?

I have a nutdriver that size I use. I can't recall the size at this moment.

Use a matching nut driver, socket, or small hand wrench. If you use pliers, you'll just wear down and strip the heads.

The problem is that I can’t get around the screw though, because the metal frame of the ball trough goes around the perimeter of the screw. Can’t get around the hex with my little wrench, or pliers.

i remember having the same issue. i just can't recall what i did. probably just used a needle-nose best i could until it was far up enough to get the nut driver over it.

but looks like that screw isn't holding it to the trough assembly. is there a way to get the switch away from the entire mech w/o removing that screw?

I tried the pliers but Because the screw is seated under the frame I can’t get both grips around it, so needlenose isn’t working.

Tried tweezers to but I can’t get enough torque.

Here is a picture of the other side of the trough.

Just remove all of the outer (upper) screws and the plate will come off. I do this regularly when I can’t get a tool on the inner screws.

^ that worked/solution. I didn’t even realize that the part of the ball trough that was prohibiting me from loosening the screw is actually detachable from the rest of the frame. In image below I could easily loosen screw once that piece was removed.
