Flash Gordon

I'm trying to figure out why my rear single drop target on my Flash Gordon is not popping up. On occasion it will pop up (when it's supposed to I'm guessing) but it won't stay up.
Is there supposed to be a spring on this single drop target? All of my other drop target groups have springs. Here are a couple of photos.
I don't have a Flash Gordon but I am going to say yes, it is supposed to have a spring. I have never seen a drop target without one. That is there to pull it down fast so don't know why it isn't raising. The lack of a spring might also be why it won't stay up if it isn't catching.
