I bought a cheap Foxx S911 from gearbest about 2 years ago. It's good for throwing around on the street but I'm not into any course racing or anything like that.

I forgot to mention that my first "real" RC car was the Takara Tomy GX buggy. Fast little guy lol. Forgot about that thing. My then girlfriend (now wife) bought it for me but they're now NLA. I might still have it lying around somewhere but I don't think the internal battery holds a charge anymore.

It's far too cold where you live, so you should just get one of those mini quads and torment the animals in the house.
Negative temps never stopped anyone from doing anything here I think it might be fun to fly it downtown and get some views there.
