RBION Flipper hold coil problems

Hello, I am working on a Ripleys that has trouble with the left flipper. When the ball kicks out the scoop and you hold up the left flipper, it will knock down the flipper , normally about 1/4 to 1/2 of the upright position.
Both right flippers do not have this issue. I have replaced Q15 on the driver board, replaced both connectors on the driver board for the flippers, placed a new linkage and a new coil stop and am still having this issue.
Possibly a common whitestar issue ?
Any suggestions would be greatly appreciated !!
