This seems some typical behaviour of a aged bad capacitor, I would replace it. This cap needs some time to get back to its specifications. In the mean time, your game crashed already because of the instable +5V. Indeed, this is a ripple voltage which should be a low as possible. If you use a hairdryer on that cap, the ripple will probably decrease a bit further. When using freeze spray, this cap will have a hard time again and the ripple voltage will increase again.
