Ok I can now get to the RGB Test after reflashing the board a second time.

Green works.

Red lights up red and blue.

Blue lights up Red and blue.

What am I overlooking?

I fixed it. Had to pull the LED board connectors that came pre-plugged in and monkeyed with them until I got it working.
