You can get them off using the freeze spray method. Hold a can of compressed air duster upside down and spray on the decal until it is frosted over. At that point if should come off easily. Then clean the remaining glue with alcohol or glue remover. The top of the decal can be cleaned with Novus 2. Scrub the ramps in a sink. The decals can be reglued with the 3M 467MP product linked here:
Well now, if that's not the most complete, precise and quick answer I've ever had I don't know what is.

Used the exact process you outlined and it worked great.
Used Goo Gone to get rid of the glue. The 3M product is kinda hard to work with so I suggest getting a lot more surface than you really need to account for mess ups.
