It sounds like you haven't changed the interrupters or the springs. When I replace a flipper opto board, I always also replace the interrupter and the spring. They have to come off anyway to replace the boards and they're cheap.

Also, there are different interrupters out there. Black plastic, white plastic and different versions/ batches of those. Often you'll find WPC games with different interrupters. They sometimes have slight differences. There was some confirmed 'bad' ones out there, but I don't recall the details. Hold each of them next to each other and look for differences. Hard to see the spring in your pic, but that should be there too. Part number in the manuals is for the assembly, board, interrupter and spring. Plug that number into Marco and it will show all the parts.

The spring may not be there, but they're listed in the BOM for 32 different WPC games, including TOM. Should be there. As I mentioned above, the manuals show the part number for the assembly, which includes the board, the interrupter and the spring. That part number is A-17316. Plug that part number into Marco and it will show all the parts individually. Plug that number into the parts lookup link below, check the search all box and you'll see all the games that call for the spring., including Pinball Circus.
