you are correct on both counts.

You should be able to operate the steppers by the coils. Either the coil is melted or the mech is bound up. The mechs do bind up and there is info on pinwiki about rebuilding them. Some units had a white grease on them that has long since turned to stone.

That plunger shouldn't be pulled in but the arm could be stuck as detailed above.
