Puzzled: "10" Skywall Tolls Collected Will Not Light on Whirlwind

I've had this one problem with my Whirlwind for years but not found root cause to fix it yet.

On my Whirlwind, all lights, flashers and illumination work fine, except one: the "10" Skyway Tolls Collected will not light up ever.

I have done the following checking:

- it is not the bulb itself or the removable socket (checked by swapping)
- there is no voltage ever reaching the socket for "10" at all on the wire molex connector under playfield
- there is continuity on the RED with GRAY-BAND wire from the board connector to the under playfield connector

The lamp matrix table says transistors Q87 x Q60 would be controlling power to that bulb? However on the matrix all the
other bulbs on the row x columns on Q87 and Q60 work perfectly. So I am missing something but not sure what.

So what component might be the problem that would prevent just this one "10" Tolls Collected bulb not to ever light?

No, that one bulb does not light in test mode.

Bad diode? Cold solder? Broken trace? Broken daisy chain wire?
