I would check to make sure the bottom of the roll pin is not obstructed by anything, then tap the top of the rollpin down with an appropriate size punch untill flush with pf. Why risk cutting it off or removing it. Almost all my pins have that rollpin there, no need to remove just tap it down flush, no biggie.
If the bottom of the rollpin is hitting against anything then i would dremel ithe offending piece off, but from the bottom of the pf, not top.
