I would say that the front is simply coated with a clear varnish or something. It's not just the plating on the metal (see back: much shinier silver), but it's not thick enough to be paint. Certainly not hammertone paint. And the metal has tarnished/corroded right through the coating, which has aged with a denser and slightly golder color than the plated metal underneath.
