Power to the chimes solenoids are controlled by the 10, 100 & 1000 point relays. In this case if the highest "tone" chime is working, then you'll need to look at the 100 point relay and the 1000 point relay. Make sure all the contacts on the switches at these relays are clean and adjusted properly...

Contacts are clean but it was some stuck pegs! Took the mech apart and it works perfect now.
