Clean the Playfield with Novus 1, put a coat of good quality carnauba wax (Collinite, Blitz, Mothers...), install some new balls and enjoy the game with no worries while you decide on the rest. I'd only jump right into a full restoration as a learning experience and if you really love the machine since it will likely take a ton of time and $ on a relatively low price game. Probably better to get it playing great first and then decide. Completely rebuild the flippers and set at proper angle, clean and install new sleeves in all the coils, make sure all the switches are working and properly gapped/adjusted, change the rubber, and properly level/pitch the playfield. Older games tend to look better with cheap incandescents, but frosted, 1 or 2SMD's in the GI will make it much brighter. PinWiki and PinRepair.com are great resources. The difference between how a clean, properly maintained and set-up pin plays is amazing.
