The story I heard is that Williams agreed to purchase rights to BBB, but then had second thoughts and never paid for the agreement so rights were never transfered. I believe this happened before Gene purchased the Capcom stuff.
Not sure how accurate that is, but it's just what I've heard.

My guess is it's a "personal" bankruptcy and possibly Illinois Pinball (probable owner of Capcom rights) is a separate entity if he set everything up correctly.

My understanding is that as far as mobile devices go, they don't have enough power to emulate Capcom stuff at the moment. But that will likely change in the near future.
My guess is they don't want to release a table that can only be played on "some" of the platforms supported by Pinball Arcade.
