In order to be safe the coating needs to be removed, where electrical contact to the ground strap is needed.

Agreed, threads are tapped and external threads on the boxes remain exposed for grounding purposes

It's not just the threading. The leg plates and power-switch box for example are screwed on to to groud strap which is running across them and held in place by wood-screws. They rely on contact being made through mere touching of the surface.
In order to fix this I ran the ground strap BEHIND the plates and sanded the powder down where they run. That preseves visuals but is safe. Also, I do actually measure ground connection on all exposed metal parts with a multimeter before power-up.
Point being: If not done, the owner of the machine exposes players to potential lethal electric shock and himself to a potential liability for it. As Robert, I would include a note with the parts mentioning this, as the US is the most lawsuit-fetishist place on the planet.
