Good question. I can't find any 1930's slang references to the "6-7/8".
It could be a hat size reference but that doesn't make any sense.

It must have some reference to pop culture at the time. I was able to find a reference to a 1939 Looney Tunes cartoon where Porky Pig played a policeman. The car number he arrived at the haunted house he was investigating in was car number 6 7/8.

6 7/8 is obviously a put down or a disparaging way to say someone or something is “just short” of normal or complete but not sure how it would fit the context of its use on “Fantasy”.
Need some more “older” timers than me to chime in because Google is not much help with this.
