Why would a pop-bumper not react if the ball hits directly from above? Not the left side, nor the right side, or from the bottom. the bumper responds from these directions... only from directly above.

To expand on o-din, it's probably not centered under the stick or whatever its called. Would take further for the 'stick' part of it to reach enough of the spoon to trigger it.
The switch spoon may have a groove worn in it.
Replace the spoon and adjust:

Takes a little tweaking to get it just right, but worth it. This and a properly adjusted switch equal responsive lively action.
