Wow. I bought my rubber ring kit from BAA back in the day. I'll buy that kit and just throw the extra rubbers in the extra rubber bin. The belt is not available by itself.
You say the car works in test mode, does the card go from back to forward when you turn the game on?
When the rear diverter "pops," does a coil energize at the same time or the diverter just moves? Maybe it's a physical issue with the diverter, it uses a plastic piece that is know for wear, but it's available again.
