Many early games with a backflash didn't require it for game operation. Into the early 40s, game titles would be screened onto the playfield ball arch area, because that's where the player was used to looking for the title (there was almost a decade of games where that was the expectation).
Keep in mind that many games were still on timers and all the lamps would shut off after a couple of minutes.
Everything was a new idea. Once mechanics were added to the head, it stopped being optional (this game has mechanics in the head).
