Power probably runs through a relay. Check if it's magnetized, transistor driving it failed and locked on. Things like that.
The relay would have a plastic cover and be mounted on a circuit board.
Someone with a WWF may be able to help more, pictures or something.

By activated, do you mean still flip when the game is off, or they are locked in the up position ?
