On Gottlieb machines of this era, when you power on the machine it will be in tilt mode with lights on in the backbox and coin door, and lights off on the playfield. So, it looks like you have a "no start" condition when trying to reset the machine. First, is the machine set for free play? Are there credits showing on the credit reel in the backbox? Does the machine add credits when you put coins in the coin slots? You can manually press in the S relay to see if you can do a force start on the machine. If the machine starts to reset when you push in the S relay, then you would know there is an issue with the start circuit, which includes the credit/start button switch on the coin door.
