UGH! Try Goof Off with 0000 steel wool. For the cabinet a more coarse steel wool. Are you repainting the entire cabinet, stencil included?

Get an old tarp to cover the floor when chemically stripping the paint. A box of nitrile gloves from Napa are key.

A complete cabinet repaint would require removing the playfield, lower board, all hardware inside, metal trim, pedestal, etc. Sounds worse than it is. But as long as you are methodical, and tag and photograph things as you go, it will work out.
Stencil kits are sold by Pinball Pimp. Right around $150. Then sand paper, bondo, primer, base color, detail colors, and then you're done. Wasn't that easy?

I really enjoyed stripping and repainting a machine. I took my time and detailed everything. Had 40 hours into the stripping and repainting.
