Is anything else on that same column or row having issues? That could mean a bad transistor. If that is with the power off, it could be binding and may need a new coil sleeve.
It's either binding or someone has installed the newer style (wrong) auto plunger. She needs to remove the glass and raise the playfield up on the rails to get a good look. With the power off, those two forks should push back under the apron. Probably a broken or binding return spring.
