Hmmm, actually it's already there. The yellow box pretty much says just this, doesn't it? Seems like texts like these don't work anymore when people are pressing the 'send post'-button for the 100th time. 
A link / 'I agree to the community rules'-checkbox in the 'sign up' procedure seems like something worth adding although I doubt it will make a really big difference.
