Chargeback should work if the vendor cannot provide the service you paid for. By prepaying you assume the risk that you can't make it, not the risk that they can't provide the room.
Whysnow, just for clarity, can you confirm your housing is or is not a traditional hotel/motel? If not, that may reflect their early decision to close. They may be the canary so to speak, but I suspect traditional hotels, having no other source of income, would be unlikely to close unless forced to by the state.
