This is a AC relay. It is wired correctly. This board was used for different uses so the labeling isn't correct when used as a AC relay. The Gnd terminal is really the relay common terminal. 28 volts is connected to the Com terminal, the brown coil power ( A side) wire is connected the the Normally Closed relay terminal. The orange (C side) wire is connected the Normally open relay terminal and powers the flashers. If the relay stops working the solenoid coils will continue to work but not the flashers.
