Pinbot LED visor flashers advice

So I am having an issue with my pinbot's visor flashers. I replaced them with Comet LED flashers but after you start multiball the flashers lock on (they are not locked on any other time, and flash just fine when I have to lock a ball, I removed the ground from the warming resistors). After a few seconds they start smoking and smell horrible. Of course I cut the power as soon as possible. Talked to Art and he said that it was probably too many volts (28v). Is there anything that I can do to fix this issue?
Also I tested with incandescent bulbs and they function the same way, locking on when multiball has started.
Any ideas here? Would rather not use incandescent in an area that I have to disassemble the game to get to.

^ Yes, also make sure they are not #1251 28v Flash lamps you replaced with leds. There are some #1251 bulbs in space station. Cut off the grounding lead on the resistor boards (as for all system 11 flashers changed to LED) And add a 1/2 watt 120 ohm resistor directly across the +/- of the 1251 lamp socket. The 12v led flashlamp will now work in the 28v socket without locking on or burning out.
