I would start by quick jumper test from ground to the trigger(ground) side of the coils in question. If they work, then supply voltage/current and A/C relay are not the problem. Proceed with Grumpys test for that at the A/C relay board then, as well as checking the pins and connectors for cracked solder or other defects - especially since the board has some work done to it.
The clicking/not clicking A/C relay is interesting. I know sometimes it is hard to hear, but it should click when the game runs through coil tests alternating between A and C. One thing you can do to verify is to put your finger on the relay and feel for the click. If you find that the A/C relay clicks on solenoid test #14, but nowhere else during the coil test, then I suspect you will have some kind of logic board problem.
