Yes. Some still have the payout mechs, some don't. In Minnesota they generally paid out tokens. If you knew the person, you bought them back for a nickle apiece. If you didn't know them, they won tokens. You had to be real sure you weren't paying out to a undercover cop or something.
When they were outlawed, the payout mechs were turned into the state.
Ops that tried moving them across state lines intact to sell them, got in big trouble.

I doubt it. As a collector in your own home should be fine. Just like slot machines.
If you plan to operate it, then you'd have some issues.
