Look, that vendors room can be split off into many smaller sections. Place vendors that wants to close early in the back 3rd of the room. then close that partition at a disclosed time and lock the door(s).
Problem solved.

Remember, that is how it used to be. That room was half vendors and half free play room with the partition. It's an easy fix!
