    I live in the bay area too,you can see the bay from my house, all my games are in a Victorian garage/basement, I was concerned about rust and temp swings so I built an insulated wall with a door in the front of my garage as an additional barrier, works great, no temp swings, no rust and it cuts the noise down so you can't hear the games from the street.
    Also gives me a little garage area separate from my game room.
    How's the insulation in that ceiling? You could always add to it.windows can also be insulated or covered to help too.
