Got it figured out. The image piece with the people on it goes behind the "jailbarred" moving insert that the motor pushes. This one needed a new florescent lamp and the diffuser between the lamp and the window was completely burnt to a crisp and just fell apart. It needs the diffuser for the effect to work right, otherwise you can just see the outline of the florescent lamp behind the people. If it is helpful to anyone else, a piece of 216 Lee diffusion that we use on film lights worked perfect as a replacement and is super cheap to order from BH or Amazon.
