Peeling Backglass..... best course of action on this one?

I'm looking for some tips on how to save this glass. All of the art is still there and attached at some point on each peeling chip. I'm plenty proficient at clear coating and masking off the clear windows and the general process of applying light coats and drying in between.... but this seems to be a different monster, seeing as everything is still there. Everyone please let me know your thoughts and I'll put together what I'd like to try the most from all of the suggestions.

If you push even lightly on any of the peeling chips you can tell they will start to crack off completely in large chunks.

Not that it matters, but it's from a Mars God Of War. I had it on for my Halloween Party in Oct. and when the party started it was in near mint condition. When I went to turn the games off at the end of the night, it looked like this! Unreal!
